Ann started her non-profit career working in low-income elementary schools linking children and families up with necessary services. She also worked extensively in jails and prisons developing and delivering educational programs to incarcerated individuals. She has spent time volunteering on her church board of directors as well as holding several other leadership positions. People are Ann’s passion! She is enthusiast about serving others, and believes that it is through uplifting others that she find her purpose and her joy. Ann is committed to a world where everyone has a seat at the table, and everyone has the opportunity to thrive. She is thrilled to be serving on the board for ReLAUNCH, and knows that through multi-agency collaboration we can alleviate suffering and ease the burdens of our neighbors in Knoxville.

Webster Bailey brings nearly two decades of leadership experience in addiction treatment, substance-use prevention, recovery support, overdose prevention, and community development to The ReLaunch board of directors. As a man in long-term recovery from substance use disorder and Executive Director of Metro Drug Coalition (MDC), he leads the organization’s mission to create a healthy and safe community free of substance misuse through evidence-based primary prevention, overdose prevention, and recovery support initiatives. His work includes helping to launch and expand The Gateway Recovery Community Center where over 125,000 services have been provided to the recovery community since Sept of 2022. MDC is currently designing system-wide training infrastructure for addiction professionals across Tennessee in an effort to improve treatment outcomes, improve recovery workforce retention, and maximize earning potential for those working in the field. A long-time advocate for youth-focused prevention and supportive services for adults in recovery, Webster is honored to serve on The ReLAUNCH board to advance collaborative efforts that reduce homelessness, foster dignity, and restore hope in our community. Webster also serves on the board of directors for the Knoxville-Knox County Continuum of Care, whose mission is to mobilize partners to prevent and end homelessness in the Knoxville community.

She uses her education and own personal experience with Substance Use Disorder to give back to the community both personally and professionally. She has a heart of service and believes wholeheartedly in the potential of those she encounters.

Linda has dedicated more than twenty years to the nonprofit sector, serving in a wide range of leadership and support roles including case manager, support coordinator, social worker, residential director, HR director, and currently Senior Director of Programming. Her extensive experience has given her a deep understanding of serving individuals and communities with compassion, structure, and purpose.
In addition to her professional work, Linda has volunteered for more than thirty years with programs focused on homelessness, mental health, addiction recovery, disabled veterans, and suicide prevention hotlines. She is especially passionate about problem-solving in high-pressure and chaotic situations, helping individuals and organizations find practical, compassionate solutions that create positive outcomes.
Linda is also actively involved in her church, serving those in need through women’s ministries, prison ministries, and homebound outreach programs.
She is honored to serve alongside the team at ReLaunch and looks forward to continuing to learn and grow with each member of the organization.

George Massengill, BSSW, LADAC, is a respected healthcare executive, entrepreneur, and business strategist with more than 30 years of leadership experience spanning behavioral healthcare, technology, and financial operations. Throughout his career, he has served in key executive and clinical leadership roles with organizations including the University of Tennessee, CRC Health/Acadia Health, Peninsula Health System, Philips Holdings Inc., and JourneyPure.
Known for his ability to build and scale organizations, George has successfully founded, developed, and sold multiple healthcare and technology companies. His work has focused heavily on expanding access to behavioral health, substance use disorder (SUD), and mental health services across Tennessee and throughout the United States. He founded The Wellness Centers, a statewide outpatient SUD and mental health provider later acquired by Bradford Health, and HealthConnect America, an in-home mental health and case management organization that grew into a national provider before its acquisition by Xebec Corporation. He also established Recovery Living Services and later helped merge Another Chance Recovery and Faith into The Serenity Center and Network, which was subsequently acquired by JourneyPure.
In addition to his healthcare leadership, George has been a driving force in healthcare technology innovation. As founder and CEO of PMR Inc., he led the development of electronic medical record (EMR) systems and smart care communication platforms designed to improve healthcare coordination and patient outcomes. Under his leadership, the company developed proprietary technologies and trademarks including MyHealth Card and My Healthrec, helping advance integrated care management and healthcare payment systems.
Most recently, George served as Senior Vice President at Philips Holdings Inc., where he cultivated strategic partnerships with Fortune 500 companies, negotiated large-scale contracts, and strengthened national business development initiatives. His broad expertise in healthcare operations, clinical services, technology, and entrepreneurship has earned him a reputation as a visionary leader committed to innovation, growth, and improving lives through accessible, high-quality care.
