Ann started her non-profit career working in low-income elementary schools linking children and families up with necessary services. She also worked extensively in jails and prisons developing and delivering educational programs to incarcerated individuals. She has spent time volunteering on her church board of directors as well as holding several other leadership positions. People are Ann’s passion! She is enthusiast about serving others, and believes that it is through uplifting others that she find her purpose and her joy. Ann is committed to a world where everyone has a seat at the table, and everyone has the opportunity to thrive. She is thrilled to be serving on the board for ReLAUNCH, and knows that through multi-agency collaboration we can alleviate suffering and ease the burdens of our neighbors in Knoxville.

In his spare time he enjoys meditation, his dogs, yoga, going to the gym, and spending time with friends and family.

Webster Bailey brings nearly two decades of leadership experience in addiction treatment, substance-use prevention, recovery support, overdose prevention, and community development to The ReLaunch board of directors. As a man in long-term recovery from substance use disorder and Executive Director of Metro Drug Coalition (MDC), he leads the organization’s mission to create a healthy and safe community free of substance misuse through evidence-based primary prevention, overdose prevention, and recovery support initiatives. His work includes helping to launch and expand The Gateway Recovery Community Center where over 125,000 services have been provided to the recovery community since Sept of 2022. MDC is currently designing system-wide training infrastructure for addiction professionals across Tennessee in an effort to improve treatment outcomes, improve recovery workforce retention, and maximize earning potential for those working in the field. A long-time advocate for youth-focused prevention and supportive services for adults in recovery, Webster is honored to serve on The ReLAUNCH board to advance collaborative efforts that reduce homelessness, foster dignity, and restore hope in our community. Webster also serves on the board of directors for the Knoxville-Knox County Continuum of Care, whose mission is to mobilize partners to prevent and end homelessness in the Knoxville community.

Rachel Loveday is the current Clinical Services Coordinator at CenterPointe Detox and Residential Facility through the McNabb Center. She is a Licensed Clinical Social Worker, a Licensed Alcohol and Drug Counselor and a Certified Peer Recovery Specialist. She received her Bachelors of Social Work from the University of Wisconsin-O

She received her Bachelors of Social Work from the University of Wisconsin-Oshkosh and then moved to Knoxville in 2001 in to attend the University of Tennessee-Knoxville where she graduated in 2003 with her Master’s in Social Work. She uses her education and own personal experience with Substance Use Disorder to give back to the community both personally and professionally. She has a heart of service and believes wholeheartedly in the potential of those she encounters.
